The Government has asked each Local Authority to set up a Partnership Board . They have written guidelines on who should be on this Board. It includes people with learning disabilities, family carers and key people from the public, private, community and voluntary sectors. The Board must also include representatives from minority ethnic communities.

The Partnership Board in Leeds meets every 3 months. They carry out the work set out in the White Paper - 'Valuing People' . This involves planning and commissioning services for people with learning disabilities and writing a Joint Investment Plan (JIP) . The main funders of work commissioned by the Partnership Board are Leeds City Council (via Leeds Social Services) and the 5 Leeds Primary Care Trusts.

The Joint Investment Plan says how money will be spent on services, and what services will be available for people with learning disabilities in Leeds in the following year. This plan is sent to the Department of Health who agree it and check to make sure the work is carried out. The plan is renewed each year.

Support for the Partnership Board

The Government has said that there should be Reference Groups and Task Groups to support the people on the Partnership Board to do all of this work.

There are 3 Reference Groups in Leeds. These groups collect and represent the views and wishes of particular groups of people with common interests: people with learning disabilities; family carers; and service providers. They will elect members from these groups to represent them on the Partnership Board.

Task Groups work on particular parts of the Joint Investment Plan. There are 7 task groups in Leeds, including ones focusing on employment, information, health and fulfilling lives. The task groups report to the Operations Group.

The Operations Group is responsible for co-ordinating the work of the task groups and reports directly to the Partnership Board.

Primary Care Trusts Leeds City Council and other organisations work closely with Partnership Boards to improve services for people with learning disabilities.

There are many opportunities to be involved in this work from attending the meetings of the reference groups to making decisions on the Partnership Board.
