Minutes of the Meeting held at St Matthias Church Centre 15th March 2005

Welcome and Ice-breaker Introduction.
Janet Wright welcomed everyone to the meeting and introduced the Partnership Board Chair, Ray Wilk. Ray told the Board about his previous work experience and about his ambitions for the Partnership Board. Michael Cass asked everyone to take part in an ice- breaker

Apologies were made to those Board members who attended the last meeting but whose names did not appear in the previous minutes. An alternative way to record attendance at the meetings is being considered.

People were asked to raise matters for Any Other Business at the mid morning break.


Partnership Board Executive Group - Dave Rosser
The Partnership Agreement between Social Services and Health (PCTs) has expired. The new agreement, written in consultation with legal advisors from Social Services and Health, is due for completion and has been extended to include the role of the Partnership Board and the new Partnership Executive. The Partnership Executive will consist of;

The only two people to have voting powers will be the Director of Social Services or her Representative and The Chief Executive of Leeds North East PCT or her representative.

The first meeting will take place before the next Partnership Board meeting in June.

Discussions took place around the Pooled Budget, Continuing Care funding and the Supporting People budget. Dave said that a financial statement will be brought to the next Board meeting.


Learning Disability Development Fund – Janet Wright

This year Leeds will receive approximately £602,000 for the fund. However, this is not new money to Leeds because about £2.5 million has been taken from the PCT after a review of people who had lived in long stay hospitals. Further discussions are taking place to confirm the exact amount Leeds will have.

Steve Ladyman, the Parliamentary Minister would like to see the following areas be treated as priority and progress will be monitored:-

An extra ordinary meeting will be arranged for Board members to look at how the money will be spent.

Many people attended the last meeting in February which looked at how Service Users could help train staff to treat people fairly and respectfully, make information more accessible and make sure staff are doing their job properly. They also did some work on Person Centred Planning, who needs to be involved and how plans could be made.

Dave Rosser is to be invited to the next Reference Group meeting to discuss how to make these things happen.


Housing Strategy – Steve Harris

The strategy aims to help people with learning disabilities and their carers have a better choice of where they live and how they live. They should be able to plan for their housing and support through person centred approaches.

PFI Consultation Exercise – Andy Rawnsley

A consultation exercise is underway. As part of the process the exercise will

The PFI is looking at reproviding 8 traditional “hostels”. There will be more mainstream housing and support for people. Those who live outside Leeds who want to return home may have the opportunity to do so.

The board were shown a DVD which featured Shelly Barnet and highlighted the good things about moving into sheltered accommodation and also some of the problems that may occur.

Presentation – Supporting people with learning disabilities through bereavement and loss – Frances Needham


Frances, who works for the Outreach Nursing services, said that in the past people with learning disabilities have not always been helped through the grieving process and sometimes were not even told about the death of a family member or friend. This has been upsetting and for some people, has lead to mental health problems.

Work has since been done with a group of professionals to produce an information pack. It contains advice and photographs to help carers explain to adults with learning disabilities what happens at a time of bereavement and loss. It covers things such as being in hospital, going to church and attending funerals.

So far the pack has received a positive reaction from people with learning disabilities and family carers. Local schools have also shown interest.

The next stage is to find out how much demand there is for the pack, add more information to include different cultural practices and then sell them.

Any other Business
Ken Mccullough announced his retirement and asked the Partnership Board to consider ways of improving the carer’s representation on the Partnership Board and at carer’s regional events. He also raised the issue of how some members receive payment for being on the Board and carers do not.

Bill Walton asked the Board to consider supporting a team to help deliver Person Centred Planning in Leeds. There would be 5 workshops, 4 of which would cost approximately £400 per team member. Further discussion to take place at the extra-ordinary Partnership Board meeting.

Valuing People ‘Have Your Say Day’ – Scott Cunningham The meeting was held to discuss the Northern Centre For Inclusion, the new organisation designed to support people make Valuing People happen. It would cost Leeds £17,000 per year to be a member. The positive things about being a member would be

It was agreed that further discussion needs to take place to decide whether Leeds should become a member. This item would be added to the agenda at the extra-ordinary Partnership Board meeting.
